Latency! It's important, you know?
Theoretically speaking, how low can you get your latency regardless of where you are in the world?
Well, let's do the math...
The Earth, at its widest, has a circumference of 40,075 kilometers. Travelling from any one point on the Earth to another without intersecting the Earth would, at the most in optimal conditions, result in travelling 20,037.5 kilometers (half the circumference). Light travels at 299,792 kilometers per second. It could travel from one point on Earth to another in 0.06683 seconds, or around 67ms. As such, 67ms is the highest ping you can have in optimal conditions on Earth.
Why am I bringing this up? Because of Planetary Conquest, that's why. As most of you are aware, Planetary Conquest gets very laggy if you are fighting someone who is, geographically, very far away.
Let's say two corporations are fighting, both on opposite sides of the world. If the match was being hosted by a server midway between them, and internet conditions were optimal, both sides would have a latency of 33.5ms. That's right, folks. It's technically possible for two players on opposite ends of the Earth to play on the same server with, at most, a latency of 67ms, and at best, 33.5ms, a delay of only 0.0335 seconds.
Of course, this is with optimal internet conditions which, to be honest, are unachievable for general internet usage. However, it's possible and feasible for two servers to be directly connected in such a way that these optimal conditions are nearly reached. So in the future, perhaps it's possible we'll be able to play Dust 514 with players on the other side of the world without noticeable lag, even if our own internet connections aren't anything special.

It's possible, just highly highly expensive for CCP to set up.
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

However, it's feasible that someone else might create the infrastructure for general-purpose use. Rather than using the standard internet whatever-it-is, some entity would set up high-speed, high-capacity relays between long distances. Here's an article of internet backbones.
It has to do with end user not CCP, home run internet connections are slow.
No sympathy for the devil; keep that in mind. Buy the ticket, take the ride.

If it was just the ISP's fault, Planetary Conquest wouldn't lag nearly as much as it does, or Public Battles would lag far more than they do.

It has to do with the internet connection in the area and the router/modem where the PS is. I have two PS3, one on a wire and one wireless, the wireless one lags and the wired one doesn't. Six months ago I wouldn't play if I wasn't connected directly to the modem because it would lag so bad the game was unplayable but wired directly to the modem I had no lag at all.
The problems seem to be on how much back and forth the PS does with CCP. The end users connection, connection settings, number of users on the router, time of day and location are the bottlenecks in the ping times. 9AM in Chattanooga TN and DUST is laggy while at noon it is smooth a silk.
I have burnt up two cheap routers since the day I downloaded DUST, in closed beta the modem and router would be hot to the touch. I bought a nice router and it really helped the game for me. I'm not saying they don't need to continue their optimization work, I am saying that the connection conditions within the last 10 miles of the PS have something to do with ping times.
