I admit it, I was also one who was horrified about how fast you dropped after the 1.6 patch hit. Really, I couldn't believe. However, time has gone by and... It's not that bad. I can survive longer now than just after the patch and I usually do not have brick tanked suit on me. Say under 200 shield/armor each on some cases.
Have I become better at protecting me? Has CCP ninjaed something? I dunno.
I have somewhat mixed feelings but it feels better than it used to.

What I've heard this was only a rumour? If so, it might explain it after 1.7 but not before that, to which I actually refer in my op. (Unclear, yeah I know)
Mind you, I still die like a baby against bulldozer at times, but overall I feel better about ttk than I did.

You've adapted. When cornered you'll go down fast but when you have a chance to react you can survive longer.
Working as intended.
I did some testing and target magnetism seems to be the same as when it was released.

It's a combination of things: aim-assist got toned down, the new weapons allowing different fitting diversity and ARs no longer being king and Duvolles being god mode. Thanks to the combat rifle, I can actually shield tank my Minmatar logi and do prett well with 330/220 shield/armor vs the 200/400+ nonsense back in 1.4-1.6. Speed and strafing matter a bit more, not quite enough yet, but it's getting there.
I tried to put a level into Amarr Commando once, but got a server notification saying "Why?"

I'm not so sure about the AA, the "strength" of it has been 100% subjective since the beginning so unless CCP actually mentions it, it's all tinfoil hattery if you ask me.
My guess is that the new rifles have increased the average encounter distance or whatever you want to call it. We are firing from father away so there is more time to react and get under cover: The RR's range makes it easier to fire from farther away, but because of the kick and spool up time it can't apply insta-kill on a moving target the same way a Duvolle can from closer up.
