They were at war, OF COURSE THEY WERE SPYING!
The Caldari have their spies within the Federation too. It shouldn't be all that shocking. |

It was war, kill or be killed. Let's not blur the lines, here, please. If we were in that kind of war, it would not be confined to lowsec or fought primarily with empyrean proxies. It likely wouldn't be "confined" at all.
That the Gallente were "obviously" spying doesn't mean that they didn't violate the Yulai Convention by doing so. Nor does our limited war (essentially organized by CONCORD, no less) nullify that convention.
Of course, anyone who's done much work for any empire likely has some idea how common breaches are. Getting caught without even plausible deniability, though, that's something else again. |

It was war, kill or be killed. Having Caldari and Gallente spy each other has been pretty much an integral part of their relationship. And it has come up as another excuse to open up the old wounds and bicker about them once again, Caldari Prime, Malkalen etc.
And I have to agree with Yun here, the current affairs between the Caldari and Gallente is a cold war if we don't count the highly controlled proxy war going on between capsuleer militias. Sometimes they take potshots at each other(Operation Highlander debacle), and at one point there was a fierce arms race between the empires to compare their military might. It has rarely escalated into a full-scale conflict, like with the several occasions on Caldari Prime.

To be honest the only thing keeping the peace at the moment is concord and their abitly to keep caps under control. The moment a empire decides concord is just getting in the way will be the day full scale war breaks out :-(
