bug was fixed where speed wouldn't be right fitting certain armor plates.
mine is the same speed. i generally use 4 enhanced plates when going for the tanky scout.
Tell me, how exactly DOES a biscuit gain Valor?

CCP removed the stacking penalty that was being applied to the speed penalty on plates. The more plates you had of the same type the less you got penalised, no longer so you might notice a small decrease in speed. It's like 2m with triple enhanced plates at 50m so it's not massive, a bit more with complex of course.

Really, you should just take them off, they're pretty useless now, seriously. Vaposised in a nanosecond by all the CB/Rails. I switched to Shield tanking for 1.7 because of this.

My minmatar logi went from 6.94 sprint speed to 6.82 (3 plates, not sure what kinds though)
It probably hit the amarr/gallente logistics the hardest. Trying to stack 5 plates on a Gallogi might put you below 6.0 sprint. I've been running a complex profile dampener instead of one basic plate. Armor is reduced from 450 to 370, but sneaking up behind people when their backs are turned gives you easy kills with both the shotgun and assault combat rifle.

I had my suspicions that the movement penalty bug is what made armor OP and GaLogis appear OP as a side effect. Fixing the bug and adding weapons that wreck armor seemed to sort things out while making shields usable again. Well played CCP, well played.
I tried to put a level into Amarr Commando once, but got a server notification saying "Why?"
