Compared to other games and just the feeling of it in general, I think the Shotgun's range is a bit on the low end and could use a bit of a buff. Maybe not the effective range but the optimal could use some extra oompf. Here's a very small spreadsheet comparing the Dust 514 shotgun to other games' shotguns.

The Call of Duty shotgun ranges were a bit willy and convoluted so I averaged them out. I was honestly surprised to see such a change between the two games but I haven't played Ghosts so there may be a map design reason for that.
There's a bunch of different design variety to consider when comparing weapons from different games but it can -generally- be assumed that Call of Duty has much smaller maps, Battlefield and Dust 514 having larger maps and Planetside 2 having a completely open world. Note that I did not include Halo; this is because there are no hard numbers with which to gauge the range(s).
With all of this in mind, I'd say the Dust 514 shotgun could use a bit of a range buff considering that the maps are somewhat large and will be even larger whenever Conquest mode (the mode at which maps are tied together) comes around. Four meters is very very short considering the size of the maps. To get a better representation of just how short four meters is, understand that the distance between most objective is hundreds of meters. This short range would be better suited for a game like Call of Duty, which I feel is why they chose those ranges.
Dust 514 plays on maps more akin to those of Battlefield and while I don't think it should be a direct copy it would be more privy for the CQC fighter to have a bit more range on their scatter-shot.

Right, I considered that - but its a shotgun afterall. 20 Meters maximum range is fine but in order to get the full damage from the weapon you have to be within 4 meters. 13 Feet is not much, the width of my room is longer than that.
Just as well, I'd be more than willing to let it slide if we had full racial parity with some Caldari Shotgun that required a charge-up and shot some silly distance like 50-70m but we don't, so I think giving the Gallente Shotgun a bit more optimal range would do well as a short-term change so that it's a lot more forgiving as far as CQC. It's waaaay too easy to strafe out of the reticle at four meters.
