If we were going to count all the nullsec land and the hundreds of alliances and corporations controlling space there as well, the total amount would probably be bigger than the number 514 itself. Sleepers are trapped technology from the golden era... When we all came from Earth... When the wormhole collapsed leaving all of us stranded in New Eden... we went into dark ages with very little technology... Everything you see now has been developed mainly here in New Eden. The technology of Earth in the EVE story is far superior to the tech of New Eden and is said to be where sleeper tech came from... as speculation.. Jovians are the closest we have in New Eden to the original races from Earth... they are like the Asgard's and dieing out because they have cloned themself's so much.
