EDIT: here's the plan
Make everything OP as much as possible, than by default, OP becomes the new norm meaning nothing is OP by comparison.

I said it before and I'll say it again, give everything 2hp, 1 armor and 1 shield. That way you die is less then a second. Get rid of the economy and make everything free. While their at it remove all vehicles, make small 20 meters by 20 meter maps and have 16 V 16 in them, oh yeah these have to be blank maps very important for balance. Then shut down the servers and destroy the equipment that runs them as well as any system or equipment that ran the game, that means everyone's PS3. Finally detonated several hundred nuclear bombs around the Earth killing everyone and dooming the planet. now that everyone is dead nothing will ever be op ever...ever again.
Okay maybe I haven't said that all before, but I have said some of it before.

NERF every gun, then adjust damage accordingly.
Side note: Don't nerf the already gimped weapons *looks at HMG* unless everything else is severely UP to avoid the HMG being OP.
