Losing standing due to a loss

I dropped to level 1 with Caldari just from losing, and while I'll admit my memory is bugged, I remember reading that you'll lose standing for team killing, and winning against Caldari. So what is it? Working as intended, or bugged? Teamwork for thee, but no teamwork for me, such is the motto of the anti vehicle infantry.
