Enabling and disabling won't fix it.

Stay ingame, hit PS3 menu.
Go to the PSN nav, select Account Management
Hit Triangle, sign out
Sign in to PSN again
Close PS3 menu.
Dust will restart, with comms.

I have had success just logging out of dust under the options menu its a bit faster.
But t what he said always works.
I now have to do this every time I log in to get comms to work
And I can't seem to get team chat to work at all in pc |

I log out of my main toon
log into alt toon
log out of alt toon
log back into main
this works 100% of the time for me

try uninstalling DUST from your PS# and reinstalling a fresh copy from the PSN Store ...
If you have only been doing updates and not clean installs at each major update your game is littered with bad code.
This will cause lag and glitch problems including the recurring comms no-voice glitch.
If you perform a clean reinstall this should permanently (at least until after a few updates) cure your voice problem and will speed up your in-game framerate (most noticeable in PC Battles) and it will also reduce the gamefile from 4 - 4.5 GB down to 2.5 GB by eliminating all the unused update code
