How about a Gear Score for matchmaking?
You have an infantry GS and a vehicle or HAV GS.
Infantry GS is determined by the level of dropsuit, dmg mods, def mods and weapons.HAV/vehicle GS is determined by vehicle mods, sp in vehicles and what type vehicles you are skilled into.
You can choose what either infantry or vehicle for a match. If you are a tanker with little to no infantry sp and choose infantry then you'll be placed in a lower bracket and not be allowed to use your tank above mil fit. Other vehicles can enter lower level brackets.
Matchmaking would have up to two or three slots for tanks per match. So if you are a proto tanker and choose to enter as vehicle then you would have to wait for the next match that has an open slot for tanks. Other vehicles would have 5 slots.

Been thinking about the question 'What is the single most important variable in matchmaking?' for awhile now and i've got an answer i'm tentatively happy with.
First a couple of self-examination question:
In your experience, in any given match, what determines where you will end up on the leaderboard? And what determins whether your side will win?
For me these question have the same two answers: 1) The mercs/squads on the other side & 2) The mercs/squads on my side.
Because of this, the best candidate for a predictive variable for the machmaker is the historical placement of each merc on the end of match leader boards.
The beauty of using a variable like this is it eliminates all theorizing or speculative modelling, it minimizes assumptions. It might mean that the game has to track a bit more historical data bit that's no biggie.
I would start with this for my matchmaker. If it worked then maybe it could be broken down to match type sub-categories if the size of the dataset would still allow reasonably good predictions.
I support SP rollover.

Good idea. I was thinking about the problem of tanks or too many tanks (esp. well skilled up) in one match. In other words, not just a concern for the balance of proto infantry, but also the balance of roles. This coild be extended to different infantry roles.
It's sort of like what WoW has been doing. You get a balance of roles plus a better balance of power.
