These are the things most scout are asking for (damage output was actually never suggested). Your list would be overdoing it a bit (scouts will, for the first time ever, be OP...maybe) I want a purpose. Give me E-War. I want to assassinate red dots. Give me cloaks. And profile dampening that is balanced. The Scanner is OP vs. Scouts.
Just a side question for you, not to take away from the fun here, you can thru passive skills get below ADV scanners and all other suites natural precision, 1 complex mod gets you below Proto scanners, and you are the only suite that can get below the focused. How is the scanner OP vs scouts?

They have two but you need three complex dampeners to avoid the focused. Added my recommended fix for this to the post btw.
Ah. I hadn't done the math. That thing lights for 6 seconds though yea? (Scan duration) you can't sprint out of scanners anymore. I've never been scanned by one so I know their not widely used, but if you do get scanned by a focused scanner, you can probably get to him and kill him before he can put the scanner away. 6 seconds is longer than the scrambler rifle cool down.

I look at the SP investment involved. Proto scanners require around ~1 mil SP Lvl5 scout + Lvl5 dampening requires ~3.3 mil SP It costs a lot more to try and avoid the focused than it is to use it. Also, the scanner still has 100m range and scouts operate best in places within large outposts. It is quite likely we wouldn't be able to reach the scanner unless we were already tracking them. And if the scanner is with a squad, we are completely out of luck.
I see that point also, but the SP investment to pro scout you would spend anyway.
I guess I have trouble with this (and really only this) argument from scouts because I run dampeners on on ALL my mid frame suites. I have 4 suites set up for the rare and I mean RARE occasion I get pinged by a proto scanner. I've never been pinged by a focus in one of my Ghost suites. And if by chance I do, I'll know I'm only lit for 5 seconds. I lose a lot of EHP to do this, but my KD has gone up since scanners came out because I'm invisible. I'm enjoying myself so much being lighter and invisible that I'm considering making scout my third proto suite. People have become dependent on scanners so much that getting under them is WAY more advantageous than any speed, rep, or HP I could put in that low slot.
That being said, I have no skills in scouts suites and have no concept of the pain you guys feel. But it seems like given extreme db advantage scouts have you guys should be singing "I got 99 problems but a scanner ain't one"

Good thing I maxed range and precision also. I'm playing now with dropping my damage mod for a complex precision, that will passively have me able to see un modded sub proto scouts sneaking up on me. Already I can see un modded meds and heavies thru structures as if they've been scanned, not as bright, kind of a faint wall hack. If I keep this up I'm going to have nothing but natural armor and shields on this suite.
