In EVE, pilots fight for control over complexes, which in turn affect the amount of control a certain side has for the system. With DUST control over the planets within system affect how fast or slow you can capture these complexes. I'll give an example.
In the Intaki system, Caldari and Gallente militias are fighting for control in space. In the same time, there are battles raging on the temperate planet Intaki V by militia DUST mercenaries over the control of districts. The ground battles end up with Caldari being victorious, leaving all the districts in Intaki V in Caldari control. What then happens is that these districts modify the capture rate in space by a certain percent for a certain side. In this case, Caldari gain a 10% boost because the districts in Intaki V are in Caldari control. This means that Caldari can capture complexes 10% faster than usual, which then helps them gain control over the system faster. At the moment, DUST battles primarily affect EVE battles and not the other way around if we don't count orbital support.
I don't know that much about the DUST-EVE interaction mechanics in FW, but that is how far I understand the thing works. I think I'll look up more information on it later and link you an article for better information.
But the repercussions of having two sides completely dominating the districts DUST side, this case Minmatar and Gallente, means that Caldari and Amarr are going to have a lot more harder time conquering systems in EVE, while Minmatar and Gallente can do it easier.

So, the fact is that FW matchmaking in Dust has a fundamental flaw since by design it'll always make a faction reach 100% or close and stay there forever unless a drastic shift in numbers happens. That is correct, it is really hard to have even battles anymore with the current matchmaking system because all the FW support is stacked on one or two sides.
