First things: The assault dropship's bonus to railgun RoF would hopefully apply to charge up time, as it would kind of suck, if you had to keep the .7s regardless of skills. If you could cut that in half and get the +10% damage at max skills, along with a damage mod you'd be hitting >500 HP each hit (i'm unsure of the damage modifier though against vehicles).
With a RoF of <.5 after skills you should be able to burst above 1k DPS for at least a few seconds with a damage mod. Then other platforms with multiple high slots could sacrifice them, possibly for the ability to be even more bursty. The ultimate example could be a rail tank with 2 small and one large railgun, probably able to alpha most things using coordinated fire from all three guns and damage mods.
The cool thing about damage mods now applying to both turret sizes could mean that a dropship could slowly chip away at tanks from outside of SL lockon range, outside of blaster's optimals, and only be subject to damage from other railguns/forge guns.
Missile turrets look like good bombardment options as well. |

Implying you can hit anything with a rail from a dropship, especially if it's moving.
The best thing I could see using a fully specced Inky-bus for is killing rail tankers or installations, things that don't move much. But I've yet to try anything out, so take what I say with a grain of salt.

As a incubus pilot myself I can tell you this: Armor is a waste of time, they are too fast and there is no way to curb their regen. Main problem is difficulty staying on target to deal truly meaningful amounts of damage. Shields are worth trying against, you can curb their regen but putting in hits which, even if they aren't very good ones, will allow you to slowly wear them down. |

You don't think these would be valuable even for harassment purposes? |
