...I follow a proto Gallente scout with 756 armor repping him with my core focused? 
Apparently the sprint speed is still 6.97 despite having 4 complex plates.
Or is this something you would call a viable strategy? :P

I see nothing wrong with that whatsoever.
What I do notice is that is the sprint speed of my amarr logi before I fit any plates if I remember correctly 
Level 1 forum warrior.
Minmatar and Gallente fw.
I sold my wife and kids to the Amarr for isk, its a valid tactic.

All I know is people get 4K + WP daily for just tailing someone around. Add in Uplinks and you get 2-3 orbitals on your own for basically no effort what so ever.

that would be nice. I love running around with 700+ armor on my scout gk.0. people run straight at you, looking for an easy kill, but little do they know, I have more health than they do 
Tell me, how exactly DOES a biscuit gain Valor?

The cap resets once the person you are repping scores a kill (i.e. you get a guardian bonus)
The current design of the cap is fine.
What might need to happen is the reduction of wp gains from reps back down to 15 from 25. When they introduced the cap they made the bonus bigger and added more rewards. Now that the cap is updated, the wp buff should be reset.

Does high eHP even account for anything anymore? My MinLogi has nearly 900 eHP but yet, I still managed to die in roughly a second from an Imperial ScR with what I can assume had damage mods behind it.

Screw the repping - it's too easy to hit the cap when you're the only player in a sea of red and blue berries - just run around and have fun.

By no effort what so ever I'm guessing you mean... Non stop trying to avoid grenades, avoiding non stop gun fire your meat shield has stirred, get sniped non stop...etc. Much easier to be the meat shield slayer
coming out the game, maing 500k isk, 450k of which is replacing the suits you lost to non stop grenade spam that is DUST514
