So why does it even exist in the first place?

I think that timer is because of something on the EVE side market servers to prevent bots from running rampant or something similar. We just happen to feel it here sometimes.

If you try to restock more than 2 things it will make you wait a minute or sometimes 30 seconds.

Well that is lame, also it is really unlikely that people would take the time to hack the PS3.

We use the EVE market servers. The timer is for them.
