Greetings DRE.... Seriously, I can say I've seen this before of a PS3.
It was NOT when playing Dust. So although this may be a CCP glitch to require fixing, it MAY (only may, because my suggestion could be 180 degrees away from the problem)...it may be your PS3's processing.
I have played TWO disc-based games on a previous PS3, and it caused the same rendering-on-moving-background-and-objects phenomenon. One was Conan, a relatively-low complexity game, I thought, and shouldn't cause my graphics to break up.
The other was Sturmovik IL-2, said to be a tremendous chore for the PS3 processing to keep up with.
Strange rays and Escher-like designs would pop out of the background whenever SKY or GROUND needed to be rendered.
IT was the sheer user-age of my PS3. Not from overheat, or YLOD, but just a graphics processing portion of the unit wearing out.
If not for just these two games, you'd swear my unit was if perfect working order.
If you can borrow a friend's console, hook it to YOUR internet service, and play your Dust account through it, you'll have a sign one way or the other.

I've never seen anything like that. I play on a slim, it's like 3 years old. Looks like a hardware issue to me. |

Well that's a very artistic looking bug. I have no idea why it would do that. Crazy. Its just DUST for you I guess. |

I've been having a similar extremely rare occurring bug where a giant 2D light or heavy weapon, a 2D HMG using heavy firing, or wall would show up in the sky. There was also one where the MCC looked like a ton of geometric shapes and spikes coming out. I also had one were there were tall mounds of ground elevated like a mountain in areas there shouldn't be.
Most of these were in the open beta, less than 4 times between uprising and 1.7, and I had it once happen in 1.7 last week where there was a giant 2D combat rifle in the sky for a few seconds. |

The different colors indicate different 'tags' that the suits have, color-coded by their type.
