Actually it's a refund for all vehicle skills in general, whether they still exist or not.

even if they have the same name, they arnt exactly the same skills anymore. as they have different requirements and different effects for the most part.
the ones that fall through the cracks and are identile would no longer be valid SP expendatures because its prerequasite skill was refunded for the above reason :P
so yes, its a refund becuase of skills no longer exsisting, upsetting prereqs to the point of no longer being valid |
