Why am I getting stacking penalty on my first shield resistance module on my tank? Im only get 12.5 resistance instead of 15 like promised. In the end my tank only has 33% shield resistance instead of the 37-38 its suppose to be getting from two shield amps.

Wow, really?
If your base resistance from skills is 10%, then your resistance amplifier is doing 15% of the remaining 90%, which is actually 13.5% added on to the previous 10% to get you to 23.5%. With a stacking penalty of .87, your second resistance amplifier is only doing 87% of 15% of the remaining 76.5%, which is about 10%.
As you can see, 2 resistance amplifiers with max skills gives you only 33.5% resistance. NOT 10%+15%+15%=40%

There is no stacking penalty being applied to your first module, but to your second! I even did the math for you and you still don't believe it!
