Firstly, the EVE development team are investing serious resources into reducing their dependence on downtime, with the view to eventually remove it entirely. Isn't it counter-productive for Dust to be adding features that increase our dependence on downtime?
Secondly, think of the Australians!
If you live on the East Coast of Australia, downtime is at approximately 9pm. This puts a wrinkle in features such as daily SP bonus and the upcoming FW lockout mechanic impact us.
For example, if I log in at 8:30pm on Tuesday, and then at 9:30pm on Wednesday, then I've missed an entire "EVE day" and my daily bonus resets. This puts me in a situation where I need to always log in immediately after downtime, just in case I need to work late the following day.
With the upcoming FW lockout mechanic, the timing of downtime creates an inconsistency in how punishing the mechanic will be:- If I get kicked from a FW match at 8:30pm local time, I can be back in another FW match in under an hour.
- If I get kicked from a FW match at 9:30pm local time, I will not be able to join another one for nearly the full 24 hours (including a portion of the follow day's prime time).
Really this is the sort of thing should just be a straight 20 hour temporary ban. It should affect everyone equally, regardless of where they live or when they play.

Well downtime isn't going anywhere soon - but I agree that the FW lockout thing should really be based around a timer. |

Downtime has always been a pain for our ANZAC friends.... First in EVE, and now clearly in Dust. Sucks... but it has been that way since the early 2000's and EVE, so I don't think it is going anywhere soon.

In this Dev blog from 3 years ago, CCP announced that they were planning to eventually remove downtime: http://community.eveonline.com/news/dev-blogs/death-to-downtimes/
At EVE Down Under last weekend, CCP Fozzie confirmed that this plan is still in place, and that it will likely happen once they have finished replacing the Outpost code. He also mentioned all new features are being written to not depend on downtime, and mentioned moving ice into anomalies as an example of other things they have down to further reduce their dependence on downtime.
That CCP wants downtime to go away is not my personal opinion, it is what they have publicly announced.

E.g. Logging in at least once every 28 hours should grant you the full daily bonus, and the FW lockout should 20 hours from the moment you were kicked from the match.

You could add that to your OP to prevent confusion.
Anyway, I support this. |

It would be nice if it was set to a timer instead of just after downtime. |
