Are they easy enough to use to allow me to use an lav like an wort hog from halo? Will it be easier for the gunner to actually hit something while I'm moving?

That's what I want to know, I want to be able to use my blood raider lav like a worthog.

With damage mods small missile turrets are actually passable at advanced level, especially on a scout LAV. Nowhere near as good as they should be but passable. Bojo had a topic on a Methana fitting. Not sure if he updated it for Uprising. As far as hit and run tactics, you're pretty screwed. Turret accuracy actually goes down while moving.
I tried to put a level into Amarr Commando once, but got a server notification saying "Why?"

Twiddle your thumbs for a bit until 1.7 hits, the buff to Missile turrets again and aim assist being applied to Small Rails and Small Blasters will undoubtedly be a change for the better.
