I know i might sound crazy but what if putting on damage mods reduced the ammo you had in a clip? or how about decrease in accuracy or range?

Move them to low slots on both tanks and infantry and all electronics and future EWAR to high slots.
I tried to put a level into Amarr Commando once, but got a server notification saying "Why?"

How about no.
Niche weapons such as Shotguns, Mass Drivers, Sniper Rifles, Laser RIfles, and Swarm Launchers depend on damage mods.
And most of these niche weapons already lack a good amount of ammo like Automatic Rifles do. You would effectively kill the only thing in this game that actually brings deversity to DUST.

one complex dmg mod an turn an imperial into god mode- you decide... Any way, also dmg mods raise dmg by about 3-4 dmg for the first mod, that much dmg makes a huge difference. I have a caldari assault with 580? shields, and its sad to see it go down in 2 seconds to a dmg modded duvolle/ imperial

a duvolle needs like 10 bullets to bring down 580 shields, an imperial needs like 3, you ass don't need moe ammo....

I think it goes to somewhere around 23%-25% with three mods after stacking penalties. So every four bullets adds an extra bullets worth of damage. I wouldn't call it "god mode", since you die much quicker in exchange for the extra damage (unless you armor tank, then I hope you're planning on staying a while, since you're not going to be running off anywhere).
The TTK with or without mods is horrible anyways.

The only ARs I have ever used are the Tactical and Burst variants.
All of those niche weapons have both lower ammo counts than they should, and are dependent on damage mods to be successful.
Don't feed me that crap about Duvolles and Imperials. Not everyone uses those weapons. At least try to think about the people who don't want to play COD 514 in your "balance" ideas.

You saying you dont use those? bro, i saw u in a match using a normal AR, I however don't use OP **** because im a heavy with a HMG...

In Eve, all armor mods go into the lows, which leaves the mids open for all kinds of versatile fittings (tackle, EWAR, propulsion, etc.), while shields would have buffer / boosters in mids and recharge rate in the lows. I would love for Dust to have some more options for the mid slots, but I think that more armor HP / EHP would be too much.

imperial does 80 dmg base buddy, get yo facts straight and it does 20% extra dmg to shields with no dmg mods, then people have pro to atleast level 3, and ontop of that they run like 2 complex dmg mods = 110-120 dmg per shot with a 700 rof...
4 shots ( roughly .5-.7 seconds to shoot 4 off = 500 shield vanishing)

Charge the scram, and then fire 3-4 more times and they are in armor no prob. No damage mod needed.
