Ten? one complex dmg mod an turn an imperial into god mode- you decide... Any way, also dmg mods raise dmg by about 3-4 dmg for the first mod, that much dmg makes a huge difference. I have a caldari assault with 580? shields, and its sad to see it go down in 2 seconds to a dmg modded duvolle/ imperial Damage mods add 10% for the first mod. I think it goes to somewhere around 23%-25% with three mods after stacking penalties. So every four bullets adds an extra bullets worth of damage. I wouldn't call it "god mode", since you die much quicker in exchange for the extra damage (unless you armor tank, then I hope you're planning on staying a while, since you're not going to be running off anywhere).
The TTK with or without mods is horrible anyways.

In Eve, all armor mods go into the lows, which leaves the mids open for all kinds of versatile fittings (tackle, EWAR, propulsion, etc.), while shields would have buffer / boosters in mids and recharge rate in the lows. I would love for Dust to have some more options for the mid slots, but I think that more armor HP / EHP would be too much.
