So according to CCP Stiffneck moods are DUSTS skyboxes. So they will not alter the actual terrain, just the look/feel of what we have already.

I loved the falling ash effect from Caldari Prime, glad it's in map rotation. Now if we could only hack the volcano and have that attack the null cannon.

That's what I was confused about as well. Why make separate bullet points for this if they are the same thing? I'm hoping volcano terraforming means a new mega map, like we got the craters mega map during 1.4.

For those that were there for the fall of the Titan on Luminaire: remember what that looked like and I bet it'll be very close. Same terrain and structures but changed by the atmospheric mood and Terraforming textures. Replacing the fallen Titan backdrop with volcanoes and bake until done. I can't wait.

So this post by CCP LogicLoop gives some insight on the difference.
It sounds like moods are skybox + lighting, while terraforming is terrain textures.

Terraforming is similar to how snow is in the game.
It doesn't change the layout or anything, it just puts snow textures everywhere.
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.
