The reality is that when major changes are made, everyone is affected - those who skilled into something and might not have, and also those who did not but might have.
Either a change is major enough to demand a respec, and is thus major enough to affect everyone, or is relatively minor and no one should be allowed to respec.
I completely agree with this. Over 2 years ago when I first heard about DUST 514, my initial thought was that I would want to skill up and become an air vehicle pilot because that is what I normally like to do in FPS style games when it is available. In EVE I have a Minmatar character and I like the storyline of the Minmatar. Then closed beta came and I saw only two race's worth of vehicles: Caldari and Galente. I was disappointed, but took heart in the hope that it was just for beta and just to test stuff out and that the Minmatar dropship that I wanted would eventually come out. So in the beta I skilled into Caldari dropships to try them out and see what they were like. i got really good and piloting them. I even started doing all kinds of crazy things with them...
Then the game went "live" and all skillpoints for beta people were given back (respec). But there were still NO MINMATAR (or Amarr for that matter) vehicles! So I decided not to waste any of my skill points on any of the Caldari or Galente vehicles because they were not the ones that I wanted. I again had this crazy hope that when the Minmatar vehicles would get introduced, then I would finally get my Minmatar dropship!
Guess what? I'm still waiting and worse yet, I've been forced to waste about 3 million SP on the assault rifle because there was no Minmatar Combat Rifle to use instead.
So this and only this is the reason that I believe that a full respec is due for everyone for any major change like this. It's not fair to your veteran players to screw them over like this. They are the ones returning to play the game. They are the ones that are using the limited toolset we have now so you can get the time you needed to fully flesh out this game. They are putting up with all the bugs, hardships, and problems. But as I've acknowledged before, CCP seems to be adamant now about not doing any more free respecs. So I ask people to honestly consider the following:

Every time such a thread pops up I wonder one thing: What do you do with all the SP you got since you started qqing? Do you just leave them? Or do you deliberately spend them on stuff you don't need?

Because un-utilized skillpoints amount to exactly that, a huge waste. Some of us want to play this game, but CCP still hasn't given us the choices that are promised. We want to use a heavy laser with our heavy amarr suit or use an HMG with our heavy minmatar suit... So do we just sit on 5 million unused skill points and run around with level 0 skill ARs and free militia suit until then?
Similarly for Amarr and Minmatar vehicles. Some players only like to drive tanks, but there are still no Amarr or Minmtaar tanks and weapons. What should they do? Hold onto 15+ million SP and run around in a newb suit?
THAT is the real issue behind why people want RESPEC's. NOT FOTM, not breaking the game, not P2W, etc. CCP has yet to finish applying verisimilitude to this game and until they do, they are FORCING players to use **** they don't want to use. And then once they do add in the rest of the stuff, if there is not RESPEC, then they end up PENALIZING those players for doing what? For being eager enough to help them out in the beginning? For helping them to test out the initial stuff as it is now? For helping to fill the numbers of players needed for the initial release of the game? For being dedicated players of DUST?
Don't PENALIZE players for choice that CCP forced upon them. Allow them to RESPEC into what they would have wanted had the game been completely done in the first place. If not, then it's like favoring new players over old and that only reduces your player pool in the long run.
