I'm a huge fan of the passive and active scanning mechanics that we now have. I think it makes intelligence gathering an important aspect of combat. So much so that I wrote up a guide to help the rookies understand it. I would love for CCP to refine it even further. Here are some ideas I've either had or seen others post. Please post your own as well.
The TacNet should have a level of inaccuracy based on the strength of the contact. If you have a strong signal then it should be accurate and the marker should be small and bright. If its weak then the marker should be larger, fainter and have the potential to vary some distance from the true position. A lot of weak hits will coalesce into a blob. (Many extra credit points for an "Aliens" style sound effect.)
TacNet should never show the facing of the target.
Active scanner range, sensitivity and paint duration should be reduced but also be influenced by sensor skills and a scout suit role bonus. Scanner cool down should be increased. A fully trained scout should be able to get the active scanner back up to close to today's levels.
Scouts should share their passive scanner hits so that each squad wants to have a scanning scout with them.
Remove the active scanner messages from both the scanned and the scanner. Active scanners should appear on the TacNet like originally described since it emits such a powerful signal. Active scanning should be a commitment to finding as much as possible while revealing yourself.
A handheld passive scanner with stronger sensitivity could be introduced to bridge the gap between normal passive and active scanning. It should be instant to prevent sweeping and not have the same range or sensitivity as a comparable active scanner.
Actually, all scanners should have a charge up time but the scanning should then be instant to prevent sweeping.
These changes will weaken the current overuse of active scanners while making the scout the king of intelligence gathering.

Yup, yup and yup. I agree with all of the above, CCP, your active scanner abuse fix is right here.

I can easily get behind this. One thing, still show scan prevented when someone fails to scan you, but not for the person with the scanner. Think of it as punishment for the scanner, and a reward for damping.

If ccp takes only one thing from the op, let it be the snapshot style scan. That alone prevents 360 scan, and requires thought to be put into which direction to scan. I truly hope for all of these changes though.
