Why not make Locus Grenades deal less damage (not too much less, but enough to be able to tell) and take off the armor damage bonus and the shield weakness. Then add in a new grenade called Thermal Grenades that deal massive damage to armor but none to shields. Just take the Flux Greandes' damage to shields, put it on the Thermal Grenades, and switch it to armor instead of shields. That way Locus Grenades will still be useful and multi-purpose, but will do less overall than Flux and Thermal, which are specialty. Make a Thermal variant that's Contact, and that will balance them. I think you'd see more people using Flux in conjunction with the people with Thermal. But Locus will still be useful if alone. Thoughts?

Bad idea.
Does it bypass shields? If not, then it's useless and will not do any damage in most cases.
If yes, then it's OP vs shield tankers. |

Grenades Needs a big nerf actually it's too spammy and too powerful.
Locus almost One shot everybody and you have 3 of them...... |

No, it's not useless, just situational. By your logic, SG's are useless because they don't deal damage except in certain situations. No one's stopping you from using Locus Grenades, but they shouldn't be more powerful than specialty grenades. And Flux deals no damage most of the time, this is just expanding on that idea.
Locus should instakill Scouts (because fewer HP), maim or seriously injure Mediums, and hurt Heavies.

Actually a great idea. It would need to be balanced properly, but a grenade that does extra DMG to armour and much less to shields would be an excellent mechanic.
Then we'd have
Flux - Shield grenades
Thermal (Or whatever) - Armour grenades
With the Locus being somewhat of a hybrid.
