For one, and one reason only. All the suits, and equipment that are included is ball basic gear. I see absolutely no incentive to buy something that I can gain early access to buy just playing the game normally. Their pretty colors and themes are nice and , but do not help me in battle. A standard suit is worthless when being proto stomped. so why would I waste real money on 300 suits that have no differing traits from the first suits you're able to skill into.
The packs are simply not worth their price tag. In fact, view would probably buy them if their prices were cut by 70%.
Now, if you were offering the same pack for the same price, but with proto gear, them I would definitely buy it. Hell I would buy dozens if this proto gear required little, to no sp to use! Quite a few new players that are regularly protostomped would also probably buy it.
as an example, these suits would be called experimental suits because they are skill free to use. They would be identical to the basic, proto frames stat wise, but their colors would be different. This way new players would be able to buy into qhat it would feel like to be the protostomper, rather the stomped
Experimental logistics pack: 300 of each logi suit, and their equipment. 50$ I would buy that.
Experimental assault pack: 500 of each proto assault suit for 50$. Another would buy.
Experimental: module pack: 400 of each type of infantry complex module for 60$ would that too.
Experimental light weapons pack: 200 of each proto light weapon 30$. shut up and take my money!
Also add in a few boosters too....
100$ for bpc basic gear is a rip off, I would never spend money on that.

If they sold proto gear for real life $ and it had drastically lowered sp requirements....then this game would become p2w......wich is the very thing they said this game would NEVER be.
Sorry, OP, I do think new packs are needed, but not ones with proto gear that only needs the amount of sp equivalent to a basic suit.
