The Interbus Ship Identification System in the latest Eve Expansion, Rubicon is possibly the greatest new UI feature in the game.
It replaces the old certificate system which now in hindsight was pretty poor in comparison. A lot of Eve players who considered themselves as well trained are now finding that they really weren't at all.
The point is that such a system in Dust would be so helpful for new players to the game in understanding and creating a skill plan for themselves and I think it should be a high priority for inclusion in Dust's NPE.

It might make more sense to have that sort of system when you have a broad selection of ships. We still have very few suits, and the EVE system sort of either ignores weaponry or assumes you'd skill into everything (like drone ships expected to max every racial spec).
Things aren't complicated enough to warrant racial/faction pages with what would amount to 2-3 suits (Caldari for example have no heavies or lights) and a very small vehicle list. Amarr and Minmatar have literally no ships. Any suit can specialize in any weapon type, and it's hard to say how an "Isis" page for every weapon (since it could be any of them) would be better than our current tree.
I don't know that you couldn't make something like it... but it would need to be substantially reworked. The current NPE issues in my opinion are more centered on the fact that you have no time in the academy, current TTK means you die before you learn anything or you can react, and that every "race" starts with a suit for their race... fitted with another races' weaponry (Gallente ARs).
The MLT system is stuck back in the dark ages before release and most new players can only try pre-launch equipment out without SP since all the MLT stuff is from that era. For a vet, that doesn't matter since they probably have at least some experience with everything, and they have old characters with tons of isk/sp to blow on whatever. A character with literally no knowledge is at a huge disadvantage, and an ISIS-system wouldn't fix that.
I discovered when making a new battle-academy character that you don't actually start with enough ISK to afford the skillbooks to just train weaponry, weapon op, and a weapon skill. You're too poor isk-wise when created to even put a single point in a weapon, and your only options to try out things without spending real money are the MLT weapons from yesteryear.
There are lots of things to work on with the NPE before getting around to something like ISIS.

ISIS is basically a ship tree. Let's you view stats, bonuses, race, etc. Very, very helpful.

Yes, the suit and vehicle tree is very shallow right now but I think it would still be very useful. The mastery/certificate system could be very beneficial to players that are unsure of what skills they should be training. I imagine a fair number of players would be surprised when it shows their overall mastery level of a suit is low because they are missing important supporting skills.

Example: I could be really enjoying me Algos, which is a Gallente Drone Ship, meant for longer-range combat with Blasters and Drones. If I enjoy this, I could want to get into the higher-tier Gallente Drone Ships, which might be completely different. Not a great example, but the gist of the ISIS is that it's pretty much a Tech Tree. so if i wanted to be a nija knifer this ISIS would tel me all the best skills for it? I could see this being quite usful, however there isn't alot to chose from.
