HAVs should be the most effective way to destroy a HAV, AV should be another effective way. (Just not as effective)

No it doesn't.
A Heavy is the hard counter to a pesky Scout, but a Scout isn't the hard counter for a pesky Heavy.

We should make Assaults the best counter to Assaults.
Because a giant cannon that can only be carried on the back of a heavy vehicle, should be more effective at taking out a tank (Built for tanking damage), than a small weapon that can be carried by even the weakest of suits.

It takes 3-4 Shots from a Shotgun to take down a Heavy, which takes a little over 2 Seconds maybe, a Scout can be taken down by almost everything in under half a second. (This includes the HMG)
A Heavy that cant solo a Scout is a bad Heavy indeed.

Scout Turn Speed = Heavy Turn Speed.
Believe it or not, Heavies can tank 3 Shots from an ADV, dont know what kind of **** fits you're going up against.
