I've killed HAVs with prox mines before, during uprising too.
You need to lay them out on their likely flee path and then encourage them to travel that way with some packed AV/Swarms.
Granted, when I go mining, I carry all three varieties and I've got a well established system for doing it (yay for patterns of 15 prox mines)

i proposed a bigger/faster detaection radius as well as increasing the blast damage by 50 hp per stage (std/adv/proto) to give them more kick. tanks arn't too bad if you can convince them to drive over them but almost every tank has scanners now so see the prox mines and just divert so perhaps reduce the scan profile as they move up too or at proto level introduce a stelth mine which do less damage but avoid vehicle scanners and require proto hand scanners to detect? 15 = 4 Standard + 5 Advanced + 6 Prototype

If my minefield is violated my enemy LAVs, I'll set up another along a high traffic area. I use mines both actively (as a trap I goad enemy vehicles towards) and passively (as a tool for area denial).
I am a big fan of explosives and would love to get a mining crew together for HAV/LAV murder.
Funny anecdote related to killing vehicles: Yesterday, I killed a HAV with my Toxin SMG (seriously, no bs).
