I have spend allot of SP on this canon with proficiency level 3 but have only used it very little for the past months. Tried it on my scout as oversized shotgun, but seeing the third shot pass through the back of a target only 4 meters away unaware of my presence makes me sad. I have to shoot at their feet and the splash does too little damage compared to a shotgun, was hoping this could replace my shotgun on the scout suit. The hit detection for direct hits are really bad and the delay until I can switch weapon after releasing one shoot is too long. It is fun to troll tanks with the PLC on my scout suit, they cannot see me on their radar, just wish it was better vs infantry. I have not yet given up on it, still have one scout dropsuit left with the plasma canon equipped.

Just because every other option gets a big nerf does not make the PLC better at AV. You now have three useless AV options instead of one. That's it.

People that say this weapon is underpowered havent used it enough, plain and simple. Its actually not meant to be an av weapon, it just hits hard enough to be viable. I used it to bust lav's and undergeared tanks back to their loadout screens. Leave the weapon be, and people will eventually find out it is a good dispersal weapon for large clusters of infantry when launched from a defensive position. Especially in volleys. Two in the head boss? Two in the head...

It should be the only weapon that can effectively solo a tank a la being the closest thing to an RPG and not a magical, fantasy weapon like the swarm or FG. Alas, CCP makes no sense.
