Ken told me initial impression were that even with the reduced slots he's convinced 1.7 will be better for tankers.

Dude, active mods. Shield tanks can get like 22k ehp for 30sec (45sec cool down), and like 11k for 1min (15sec cool down) (I forget what armor can do, I like shields). Trade a little of that for an instant 2k shield boost (more with hardeners active).
So you can't brick tank or use broken repairers, adapt and die.
