If you're still getting scanned, then that means someone is using the best scanner out there. Best hope to avoid that is to max out the Gallente scout suit since that is the only suit capable of evading all scanners including the most powerful one.
CCP, thank you for hotfixing the knives. But please make sure they're at their full potential in 1.7.

Then you need to pick your battles carefully. I already have Minmatar Scout Suit to level 5 (25% reduction total) with Profile Dampening to Level 3 (6% reduction total). This brings my overall profile down to 31dB from 45dB. Some scanners won't pick me up. But when I do get spotted by that one proto scanner, I make a run for it and try to find another place to hide and continue my sneak attacks from there.
Often times I utilize the confusion to my advanced. When an enemy group is too distracted, they don't pay attention to what's behind them. As a result, this leaves them wide open to a rear-ward attack. Just this morning, I managed to get a 7-kill streak with just the ZN-28 nova knives because I camped an objective but maintained my distance from it to avoid getting spotted. And as targets were getting distracted, I picked them off from the rear. Most of the assaults were dying to my OHKs with just the instant-slash alone.

Since you are Minmatar scout, you will likely have to setup three different Mk.0 fittings. One with two profile dampeners, one with a mix of kin-cats and cardiacs, and one with a pure kin-kat fit. See which fitting helps you out the most.
If you get spotted while wearing kin-cats, you have the advantage of getting out quickly before anyone can reach you.

My Scout has 2 enhanced Dampeners, level 3 Dampening and I still get picked up, completely ruining my chances at being a Scout player what-so-ever.
What level is your Scout suit at?

Then it's settled. He'll have to cross train into Gallente Scout level 5 to avoid ALL scanners including the 15dB one.
But let's be honest here. How often does one even encounter a 15dB scanner when most suits on the field are easily picked up by just the advanced one simply because most suits on the field are either logi, assault, or heavy? If someone is in the field sporting a 15dB scanner, then that must be one paranoid merc who is dedicating himself to hunting invisible scouts.
