You can blame your fellow players for this problem.
What happens is that if a player is dropped from a match, then the match maker tries to find someone to fill that hole so that the game doesn't remain uneven. But what actually happens is people join a match, find out it's too hard, or that they are up against a clan they don't like, or whatever so they leave battle. This then causes a snowball effect.
This problem is exacerbated by full corp/alliance squads joining matches. First off, a full squad cannot fill a "single-leaver" hole in an ongoing match. So by entering the match maker with a full squad you circumvent the possibility of enter a match mid-way unless another full squad is dropped out of it simultaneously. But when the other players join the opposite side without a full squad to counter your full corp/alliance squad, they will see your corp tickers in the match list, decide it's not worth loosing multiple suits to a coordinated team while they are solo with a bunch of random pugs and leave the match... thus opening another slot midway in a match and starting the cycle over again.
Honestly, players just need to know that if they quit they are screwing over the next guy (kinda like how DOTA and LOL etc try to put a stigma on leavers). One solution would be to put an in game consequence for a merc that doesn't fulfill a contract they were "hired" to fight. But the counter is what if Sony's **** poor connection is the reason that I end up dropping a match? Why should I get penalized for that? Another solution that people say exists (I don't believe that it does and I'll explain why) is to redesign the match maker to use better metrics. But no matter what metrics you use, they will always be susceptible to "gaming" by the players.
For example, to stop the full corp/alliance pub stomping that occurs now, you could simply add in a quick check that says that if one team has a squad full of members in the same corp/alliance, then reserve a full squad slot on the opposing team for the same and then only fill that with another such squad and then start the match. But this can be defeated by the players. They simply start "allied chat channels" much like already exist and then only form squads from there with non-corp/non-alliance allies and continue to pub stomp away.
So in the end, you only have your fellow players to blame for this problem and short of some miraculous (or worse yet highly restrictive and game destroying) change to the game, CCP can't really fix this.
