When Dust does ''eventually'' port over to PS4 could it be also expanded onto other platforms as well? ie. Xbox1 and PC.
Or do you think it will always be exclusively for Playstation?

Contractually nothing is stopping CCP from putting dust on other platforms.

Eventually they will expand to other consoles but it remains to be seen if Microsoft finally cooperates with a decent price range for CCP and it's updates. Microsoft drove CCP out because of this alone.

I wonder seeing as they have linked Dust to eve, would they link all platforms to one universe, like PS4 players, Xbox1 players, and PC players all in one game fighting eachother.

Microsoft will never let Live connect with the Eve servers.
And I highly doubt that they are going to put Dust on PC because they people wouldn't play Eve on PC.
Also, there are more console FPS players then PC FPS players.

I know that CCP would love for that to happen, but it won't because Microsoft won't allow for it. In fact CCP was originally developing the game for the XBOX 360 until Microsoft told them no. As for PC, that would cut into their profits from EVE Online. Here is a linky to a long history of it:

Incorrect, price was a smaller factor than the xbox live datacenter policies.
The xbox crew are really, really picky about allowing external connections to things. They want the whole system hosted on their turf. With dust connecting to tranquility the xbox crew were unwilling to make an exception or haggle or something.
No dust on the xbox, because the xbox was stupid, literally. If at some point they decide to be less stupid and not demand Tranquility be moved into their cage the xbox could become viable. I give this outcome about a 0 % chance of happening.
