**Preliminary, this is more of a simple but effective scout fix, I know CCP is working on scouts and if they want to do something more complicated, the better, but to work within the confines of what we know and what is out, I find these to be effective.**
Mind you I only have the Caldari really set, I"m happy with what I have for the Amarr, still working on the racials for the min/gal.
I think racials should look like this, which is based around the use of preferred ewar equipment, There honestly is a rational reason for why they are set as they are, which I will explain as I get to them. Again I'm not happy with my min/gal scout as I'm crafting each of these as if I were to be maining them.
Scout Scout Dropsuit Bonus- 5% scan profile reduction per level
Caldari Scout Bonus- 10% scan precision decrease per level
Gallente Scout Bonus- 5% scan profile reduction per level (preliminary, this maybe and two light weapon slots)
Minmatar Scout Bonus- 10% dropsuit scan radius and melee weapon increase per level (preliminary, was also debating a grenade and knife bonus and then give the gal scout the scan radius back plus the damp)
Amarr Scout Bonus- 5% stamina/stamina regeneration increase per level
Now please hear me out my reasons first and I'll throw in slot layouts then we can all scream OP/UP.
First I'm covering Caldari since it is complete.

Precision is an interesting bonus because it is probably the least useful stat at the moment due to active scanners overshadowing it and the only thing you'd be catching with even more precision is the other 1-5% of the population that plays scouts.
1) As a minor role it can then work as a counter to highly dampened cloaked units
2) The major aspect of precisions would be applied to Tacnet Jammers, while the equipment themselves will apply a range of effects but the ability to reach targets will be based off of suits precision stat.
3) Also similar to how computer viruses similar are rendered harmless when your computer is able to identify and isolate the rogue program, the precision stat could also be the ewar resistance stat.
Equipment: TacNet Jammer
Turns off the mini map, turns off IFF (identify friend foe) indicators, prevents calling in of vehicles or strikes, prevents squad orders. Further levels into the equipment allows it apply more effects

Alright, I stopped at the Gallente scout description. If they get two light weapons, then what do you suggest be done to the Commando to make it a viable choice? I'll edit if I see any other issues.
Been Logistics since before it was cool.

Gal Scout is far from done, I made that note on there for a reason, most likely will not stay, but I was just thinking about it as a potential slot layout.
Edit:
Also the black eagle scouts get two light weapon slots already, which when seeing it in action did perform differently, but it was that suit which gave me the idea.

Yes there is a repeated bonus, but this does two things for them,
1) Since cloaks only make you invisible and nothing else it means that profile sig still matters, this bonus easily makes gal scouts thy best cloaked units being the only scout and only unit that is able to beat the focus.
2) For a more aggressive build which doesn't care about beating the focus, saves the gal scout a slot which can allow them to stack more armor plates, which the combination of minor bulk and stealth allows for great cqc use where both are needed.

Active scanners literally do nothing special for scouts, whereas cloaks just make you invisible and beating cloaks would require that you still need to beat the profile sign. Also an overlap of passive and active scanning makes for too much redundancy.
