For the past 2 weeks I have received salvage in less than 10% of my matches.
Note: I run primarily pubs with a 50/50 mix of squad/solo
Is this working as intended or am i getting the shaft? |

Probably both, it is working as intended as they intended for you to get the shaft. 
The problem with humans is that we have evolved as great pattern recognition engines. We hear, see and anticipate patterns in nearly everything. Even if there aren't any.
Random salvage is determined by a random number value (of some unknown range, as it should be). You may see great salvage several times in one day. I got three sets of three Thales SR in a few days. Problem is they were split between this char and my alt, the one without Proto Sniper skills.
Then I can cap out both chars in a week and get nothing. Or even worse, nothing useful.

I liked the old method of salvage, where you could get low tier things as well. Yea, you stacked up on it, but it would make you want to skill into the stuff.

I did as well. Recieving the alternate advanced sniper rifles was great for my budget suits when I was starting, they did the same damage as an ADV Sniper, but took a LOT less PG and CPU. And on top of that, all the officer salvage seems to have disappeared entirely.
I use Thales mainly because it's the only Sniper Rifle that's still a real threat without the long delays in between shots the Charge has. Not to mention it does more damage than the Charge and has the zoom level of a Tactical Sniper. Needless to say it's frustrating to die to some scrub with a milita AR, or even when I get counter sniped and I lose the rifle.
Do we know if Salvage is ever going to come back? I've had a dry run in Salvage for the past month.

I have noticed that no matter how much salvage I get in a match it is almost always a weapon that I either don't use (sidearms mainly) or something that I didn't use during that particular match. For example, 3 thales SR from a match wher I was using an AR or MD and I have never salvaged a Duvolle AR recently (most likely because I can use them). To me that in itself is a pattern (can't use a Thales yet either and at the time the only SR i was able to use was a Militia one). It is abnormal to receive useful salvage and it is quite common to receive stuff that is militia or a different class than the one you have specialized in. This would be fine if we had a market but it is really poorly planned for a reward for performance to be something that is unusable if you can't sell it, trade it or turn it into something else.
The most common time for someone to receive salvage is at the top of the leaderboard BTW, it is not random that is by design. I invite anyone who has received salvage (in a match other than PC) to post the position they were in when receiving salvage. My lowest spot on the boards where I have salvaged is 4th place. I regularly get salvage at first place.
