My favorite suit by far is the Black Eagle Scout suits. CCP you should give them out as battle drops, 20 suits per drop. They are not very survivable but my god are they fun to use. This is how i imagined the lolmando.

If shields weren't so gimped, I wouldn't mind having 5H/3L/4E at proto or maybe a MK.1 variant like that.
I tried to put a level into Amarr Commando once, but got a server notification saying "Why?"

Advanced Minmatar Logistics (with skill at 5). Cheap enough to throw myself into the fight and flexible enough to do many things. Minmatar Scout mk.0 is my second favorite.

The Min suit with a rep bonus has more armour, and the one with a shield bonus has more shield. What's not to love

The 'FoxFour' G-1 is the probably the most easily identifiable suit in the game.
The Medium Frame gK.0 is the most deadly looking, steaming, piece of **** ever.
My starred favorite in the game is Basic ADV Heavy/MH-82/Packed AVs just in case I'm not paying attention and Stupid Deploy without concern.

shields are probably the worst right now considering that AR is FOTM and it does +10 dmg to shields and a complex shield extender gives half the ehp of a complex armor plates with higher cpu costs.
