I've got level 3 in Range Amplification on my Minmatar Scout suit, no Amplifier mods.
Sometimes I cant even spot a Heavy that is within my range, whats with that?
Sometimes a Heavy can spot me even when I'm hiding, and I haven't even engaged, no, I am not in his LOS either. Whats with that? Thats with Scout Level 5, and Profile Dampening Level 3.

I tested all this with Bojo back in 1.4 and passive worked as advertised. Unless there are new bugs you are estimating range wrong or have met the rare dampened heavy with friends that carry 15 DB scanners. Did you see you had been scanned?

Are you sure the heavy was in your scan radius? You would only have a radius of 20.8, which isn't very big at all. I've found that the only time passive scans are noticeable is when the scan radius is 25m+.

No, I wasn't scanned, I was in that bridge map and was hiding under the staircase to the side of the bridge, I could see the Heavy on my map, all of a sudden, he jumped down from above me as if he knew I was there (Because when he jumped down, he turned around in the air to face me)
I'm 100% sure he didn't see me go under there either.

I'm fairly confident that passive scanning works and can think of some more things that are going on here.
Passive scanning has a slight delay and even a heavy can get enough speed to get inside your scan radius a ways before appearing. Especially if jumping off of a bridge. When someone runs up behind you while you are hacking it seems like they can be right on you before they light up.
In the case of the heavy jumping down, players know the maps and where to look for people that are hiding. Its also entirely possible he was evading when he jumped and got lucky to spot you. Dumb luck may make it seem like you were spotted.
Passive is not affected by LOS or structures but the slight delay may make it seem like that.

Most of what I know about scanning is here: https://forums.dust514.com/default.aspx?g=posts&t=110190&find=unread. A version of that also appears in the latest ISK Guide along with detailed scanning numbers. I haven't posted my own scanning numbers due to lack of confidence about stacking computation. Once I can see profile data in the client I'll confirm and update my own guide.

the main issue you may have with passive scanning is that your scan radius is just way too low and also from the start you can't passively scan med frame suits (and probably heavies as well). you need skills or modules to boost your precision up.
base med frame precision: 55 base med frame Db rating: 50

He's using a scout suit. Scouts have a scan precision of 45db. More than enough for medium and heavy suits.
