If they do it like EVE, not really. Just start small, make it kind of instanced, and just in your system. You pick a type of mission agent, and you do those missions. higher you go, harder they get. in a nearby update, they could add some way to move to other stations to work with other factions. Next one would add incursions, and maybe exploration.

Well, other then making the AI, and the maps, it'll basically be like starting up a match at first. Eventually, we'll have a way of traveling down to the planet via OE
