First off, while it sounds silly to state, the only thing the cloak would do is make you invisible, meaning if were able to appear on someone's passive or active scanner before hand, you would not be invisible when using the device (or tacnet would fill you in with a bright red hologram of the failed cloak unit's image). No action will be allowed to be taken while cloaked. Cloaks would be available to everyone, of course it has costs. The focus active scanner has the lowest cost of the proto pretty much beats all cloaked units. Perhaps cloaked units would get a different indication on tacnet to let you know that they are cloaked.
Light Weapon Slot-
Pretty simple, you give up major fire power for the ability to cloak, leaving you only with a sidearm for assaults and scouts, and just grenades if your a logi, while the commando could have cloak and light weapon slot, the commando does not have enough slots to really get his signature so low. You are cloaked while the weapon is out, it could be for a certain set of time or as long as its out.
You also can only walk while cloaked. Scouts could also get a second sidearm slot and the cloak could then function exactly the same, the second sidearm slot is what would make scouts better cloaking units.
Equipment-
If it was going to be an equipment slot item, it would as mentioned earlier just make you invisible unless you get outlined by active/passive scanners. Anyone who uses the cloak becomes immobile, meaning you cannot move until you deactivate cloak, which would take an action to switch it off. Scouts would get the ability to slowly move when in use, meaning they are not going to catch up to any moving unit and would only be effective against relatively stationary targets
Thoughts? I'm all set for backlash but if you can give me a reason why for your opinion that would be great.

I like the idea of dropping an L slot. Especially how it would add some extra versatility to the Commando. I agree that there needs to be some kind of combat penalty to a cloak's use. In an older thread I proposed that shields should be deactivated when the the cloak is active; the way it's done in much of Sci-fi. This would allow Gallente Scouts to excel at stealth ops the way they ought to, and discourage the more combat-oriented Minmatar, and likely Caldari Scouts.

A real sniper doesn't provide battlefield intelligence, a real sniper leaves no intelligence left on the battlefield.

IMHO, either option gimps the cloak; granted, the second option gimps more severely.
It should be similar to how it is in Eve, reduced movement rate for all cloaks except the CovOps.
If the restrictions on the cloaks are draconian, why bother including them?
I am not saying that it should be free and clear of restrictions, just that they should sensible.
I truly think that those who fear the game becoming solely "predator" combat are just being paranoid.

that would only effect non scouts, which they can use to stay hidden when their position gets overun and they want to get their backs, and that limitation is only one of the options out of two.
