What I think the base AR's stats should be, based on the new rifles coming out:
Damage: 38 (yes, damage buff) ROF: 750 (same) Range: 35m optimal, 50m effective (nerfed range)
Increase dispersion during ADS. (As in, any at all.)
What it would do: it's be a good and proper blaster rifle. It'd spank the hell out of any other AR-like rifle in its proper range. And it'd have a much narrower range to do that spanking.
Unless the HMG has some of its issues fixed, it'd probably spank the crap out of the HMG too. But I think the above stats would give it true flavor while giving it a true weakness, which is something it currently does not have.
While I'm at it... I'd drop the upcoming rail rifle's DPS down to that of the SMG (383), but maintain its superior range advantage. It should lose reliably in close range to the AR, not be able to compete against it from every spot on the map.
I'd probably leave the Combat Rifle where it's at. The Assault Combat Rifle would have lower DPS than the stats of the above AR, while having a moderate range advantage. It'd be okay.
The sad thing? With what CCP is proposing, the AR is going to be the weakest basic rifle in the game... which scares the crap out of me as far as balance is concerned.

Just make it act as a plasma weapon: High rof, high damage, lowest range of all weapon types. ( see the shotgun)
No nerfs, just balance.
