Now this is just a theory. What if CCP on purpose made higher hit detection so players would burn ISK more. You go thru a lot of suits if your suit melts like butter in the hot sun vs. it last longer and you only lose a few per battle. That is why ISK payout has been lowered so you would go negative in ISK if you lose over a certain amount of suits.
The other reason is SG and NK, they had to raise the hit detection for these weapons to work due to lag and poor frame rate. Instead of fixing lag or poor frame rate CCP put a band aid on it for now.
Now you say I run BPO's well problem is there is no more BPO market. So you run starter fits and your ISK payout is lowered do to only BPO or starter fits were destroyed. Again lower ISK means it will take you even longer to climb up to afford to run proto.
Also SP has been reduced in battles as well. To me I think this is a soft nerf to all players so the newer ones can catch up and be able to contend in battle due to some not able to afford Adv or higher suit lose do to lower ISK payout.

you get back at the end of each map an amount of iso equal to the total lost divided according to rank, so if CCP wanted to lower total iso they would just decrease these payouts. Also, CCP has stated that they like higher TTK, so expect this to be a temporary set back from fixing a long standing problem.

Yes, in the short term that might mean more people dying more often, but the real gain here is consistency.
Before, sometimes you could surviving getting shot at for ages, and sometimes you would go splat in half a second. That is the effect of high damage + poor hit detection.
If we are now going into a phase of high damage + good hit detection, then that might mean that lots and lots of people will go splat in half a second. If it does, then CCP will hopefully compensate for the improved hit detection by lowering weapon damage across the board, bringing average TTK back down into reasonable levels.
Why don't they do that now, I hear you ask? Well, they need to see the overall impact of improving hit detection before they can accurately determine how much to change weapon damage by. For all we know, the old hit detection could have been causing people to hit when they should have missed, so we can't just assume that better hit detection will always equal higher effective DPS.
