This could be considered an E-War Weapon I Propose: The EMP Nade The effect of this grenade is pretty simple: It Jams and deactivates electronics for a short period if time, without destroying them. This grenade should: Deactivate Radar and TacNett: When you are under the effect of this grenade your Radar Should Work, You shouldnt be abke to see the blue dots on your screen and maybe , just maybe, dont make the red dot appear over the enemies when you aim at them.
Deactivate Equipment: All Equipment affected by this should not work for a short ammount of time (i know that the flux kills them but this grenade whould have a bigger radious)
Place all vehicle modules on cooldown: This could counter the pilot suit bonus that was seen a while ago

Why not just make a "disrupter grenade" that does nothing to equipment but disrupts people's hud's temporarily. This will preserve the role of the flux nade as equipment destroyers but create a new class of e-war grenade as the OP intended. HUD disrupting grenades have been suggested before and they were a fun idea then too.
Now with more obscenities!

Additionally EMP grenades shoud cause any electronic weapon to jam, this would include most weapons apart from some minmatar projectile weapons and nives. This is what EMP grenades dis in the books and this is the Reason the Blackeagles carried non electronic wepoans with them (in templar one). |
