You're exaggerating, the max amount of damage that can do is like ~650, out of the 1200+ that most heavies have. I agree though, a charged shot to the head will scare anyone into running away. Especially people in Caldari suits. [+ªa¦Ç+¦++-ö-Å94] Burner of faces. The Plasma Cannon is not underpowered.

The have a "damage multiplier" mechanic, so a really powerful charged shot can easily OHK an average dropsuit. 2) The overheat mechanic. The Scrambler Rifle is only balanced by the overheat mechanic, otherwise it would be ridiculously OP. So it is important to inflict the most damage you can before the thing blows up in your face. If you can't do enough damage to kill a high-HP dropsuit, you're going to have a bad time. That's why the Standard Scrambler is particularly uneffective and why just few people specialize into the Scrambler Rifle: With the Standard, if you miss 2-3 shots you probably won't be able to kill your target before it overheats... so people try it out and generally don't like it too much.
