No this thread is not about my corp, as much as I could fit in all sorts of Pie related puns, which would be mild entertaining for less than a minute I won't, what I was considering though is the possible expansion of Districts and corporations accessibility to districts in the future.
The Idea- So gimme some honest advice..... I think the current Low Sec iteration we have of PC is absolutely fine. Corps declare war, they fight, they die, they claim the land or hold it, and the war cycles on until one side gives out or cannot continue fighting.
But where does this leave other smaller corporations? Unable under any circumstance to keep up with, or remain relevant to larger corporations, and generally scrounging for ISK in public matches.... and most corporations dream of owning a district, something they never achieve. My idea was, like owning in EVE, an office on a station, why can't mercs rent districts on high security planets under the jurisdiction of CONCORD?
A district that can operate as a physical location for corporation assets, industrial productions zones, clone generations zones etc. Districts that can be geared in whichever way a corporations needs to function, all for a rental fee payable to CONCORD once a week or month. These zones could host PVE in future, corporation vs corporation traning battles, corp industry, corp free roaming and social zones allowing for more inter corporation acitvities, without the need to enter low sec or PC right off of the bat.
These districts I would like to state, are not passive ISK incomes, you would never be able to passively make the CONCORD rent without work from the corporation, or risk losing access to the district.
As stated these districts would operate in the same way as Low Sec districts will all the pros and cons except that they never flip to a different owner when successfully attacked. Why because CONCORD strictly regulates cloned mercenaries in High Sec space.... but
Wouldn't it be cool to run black market deals under CONCORDs nose, to raid other corporations districts anonymously, do all manner of more mercantile things in high sec preparing you for the horrors of Low Sec PC?
What is general opinion of this idea? Gimme some hints, suggestions, and new concepts.

CONCORD is the police force right? I'm assuming this means they're completely neutral in terms of FW.
So instead of having to rent from CONCORD, new corporations could sign some kind of agreement with them not to participate in FW (limited to public matches and/or CONCORD contracts (when such contracts are implemented)) to not cause further unrest in the universe.
In exchange they get a district which they can build up, a sandbox in the bigger sandbox, if you like. Then once they have enough resources (or until they decide not to renew the contract between them and CONCORD) they can leave for low-sec and the grand stage of Molden Heath.
If this doesn't work or make sense then I guess 'renting' is perfectly fine.

While CONCORD are the inter Empire police force in many circumstance they have not purview when it comes to dictation who a ground does or does not work for. They merely enforce the rules as within their jurisdiction. I mean the FW wars are fought under the mandate of CONCORD out in low sec and low population dense areas, I don't see why they would not let you be in FW.
As for districts... I have always liked the idea of player control over them. Determining what the district should be used for. Production and Industry, Storage of physical corporation assets, clone production, EVE DUST space elevator transfers. In this sense each district is valuable and tactically important.
E.G- A corp might like to make use of multiple clone generating districts to make its money and fund its wars. A canny opponent would target the space elevators of that factions to cut of their ability to sell and transfer clones around the battlefield. Then target the storage units and capture the built up clone stocks, utterly crushing their foes with their own clones and guns.
However for single districts like this we can consider them more of corporations offices which allow corps the ability to produce passively, at cost. It also allows for ease of access to corp socialising and PvE since CONCORD would be letting you police a region under their jurisdiction. AKA you pay they off to have free reign over High Sec locales.

More corps would take part if there was no lag, here is a good example of why PC is considered a joke to many.
My corp is comprised of 5 and a bit month old mercs save for me and two others, I thought PC lag had been fixed, I told them how great PC will be, they grinded to get all their proto, they had their first PC match, 3 guys lagged terribly but we won, next attack was to take the district, next attack we were a man down but that didn't bother us, this match saw 3 people lagging like dial up was still in and one player got repeatedly booted, it was still a close match but we lost, purely because of lag.
If there was no lag and PC had the stability of pubs and fw, more corps would take part I guarantee. But then add in the way people play, grenade spam, vertical play with fg's and exploits, to any real competitive player this is a joke and not even worth the effort. That's not even mentioning corps who don't fight their own battles and corps who lock districts. I know these are valid tactics but that doesn't make it right.
Does that sound even remotely appealing? PC needs a complete overhaul before it expands.
