Normal Small Plasma Cannon Turrets deal between 250 and 350 damage. With Turret Operation 5 and Small Hybrid Turret Operation 5 you get a 15% modifier. The regular Prototype Small Plasma Cannon Turret deals 357.5 damage. You deal around 410 damage per shot, with maximum skills. Add a Low Throughput Field Stabilizer II and you hit 450. I don't know about you, but my standard Amarr Logistics fitting has over 500 HP without Shield Extenders. You're fully buffed regular Prototype SPCT won't be OHKOing anything except glass cannons/Minmatars/Scouts.
Now, the Compressed variety isn't as bad. A direct hit is worth 680 damage after skills and a Field Stabilizer. It won't be OHKOing anything that's tanked itself. An mk.0 (proto Minmatar Assault) with level 5 shielding and armor, 3 Complex Shield Extenders and 2 Basic Plates has over 700 HP, with room for 2 Complex Damage Modifiers left over. You'll OHKO most proto suits that neglect extenders and plates, or are Scouts/Minmatar without mostly health buffs. Considering the standard and advanced tiers, it is fair to say that the Compressed variant with all damage modifiers at prototype tier can OHKO most suits.
The problems with the SRTs run deeper than that, though. Okay, you've fully modded out your HAV, maxed your turret damage and got the prototype compressed SRT on there. Now all you have to do is actually hit something (that has less than 700 health). Good luck. At close range, the blasters will always be better. At medium range, you might get a few kills if you're very skilled. At long range? Good luck hitting anything with that tiny dot to aim with, unless it's staying perfectly still and you've got half a minute to aim. Oh, and then there is the charge up time and the overheat. Did I mention the collision detection issues? Hmm, better make sure the HAV isn't moving when you fire, also.
Really, you can do better by stopping the HAV, having your gunners hop out of your million dollar brick, hop on top and pull out a Charge Sniper Rifle than stop and try to kill people with the Small Plasma Cannon Turrets.
