I may be mistaken (I haven't run a gallente scout since they were just scout dropsuits) but with that much HP moving around at scout speeds, I'd imagine you'd be able to put some serious hurt on people.

Also, the dual SMG combo is really good if you can get close and get the drop on people.

Scram Rifle (standard) Flaylock pistol Hacking module Profile Dampener Shield Extender Flux Grenade. Works like a charm, rarely go negative with it.
