Flying in to land elsewhere (other than marked location) then finally realizing it needs to land where it was called in. Or maybe queuing the vehicle and it not showing up until you've given up an hitched a ride elsewhere. I'm not sure what the policy is on the use of alcohol why operating the bolas, but, i believe it is non-existent. Not only is this an inconvenience in pubs or FW but i have personally witnessed it cost my corporation those crucial moments at the beginning of a PC battle which we unfortunately lost by MCC, only just. Seriously though, if that could be addressed at some point it would be fantastic! Thanks Salv

I don't think you are going to get any changes soon unless CCP decides to abolish that mandate.

Possibly, as long as we don't have materializing issues or vehicles materializing in the map or through walls.
