I'm confused by your question you don't need to play EVE to get the templar gear you do need to buy the into the second decade package to get it those or buy it off another player.

You don't need an Eve account at all, the code works through the Dust 514 site. That said, you need someone with a code to sell you before you can even try. |

I got my Templar codes by reactivating an old EVE account I haven't played on for a while and buying it for isk through the EVE sell forums. (Had a PLEX and 2.4 billion isk just sitting there doing nothing. Thankfully I didn't give away my stuff!)
Assuming you don't have that option, you can start a free 15-day EVE trial, buy a few PLEX, sell them for isk, and then trade with an EVE player.
That's the only 100% legit method to "buy" them currently with real cash that won't get the EVE player in trouble.
I'm sure you'll see the codes on Ebay eventually, though. |

That's fine. But it comes down to having to spend $50, $100 or $150 dollars to get any. $20 of AUR could easily get you some BPOs before. The highest selling game in the world is $60, making this the most expensive "f2p" game ever.
They should be adding more variety instead of reducing it in a game that is lacking over 50% of its content.
